

Bill and his twin brother David were born in Paterson, New Jersey. He is survived by his daughter Amy Kappmeier, her husband Kyle and their 2 children, Kayla and Ryan, his brothers David and son Clinton, and Glenn (Bobi), his sisters Mary (Walter) and their daughter Melody (Cory), and Joy (Scott) and their son Kenneth (Stephanie) and family. He was predeceased by his parents Robert Garrison and Edna Foster, and his older brother Robert.
Bill was diagnosed with Ankylosing Spondylitis at 28 years of age. He spent his life facing multiple medical conditions, which presented physical limitations, but he would not let them affect his spirit. Bill's faith gifted him the ability to deal with these things in an uplifting way and always with humor. He endured them with quiet courage, strength and peace. He always carried his rosary given to him by Sister James in the second grade.
Bill served in the Army for 4 years. He is a Viet Nam Veteran. He retired from The Department of Defense at Oceana Naval Air Station.
Bill's true passion had been working on and riding motorcycles prior to his AS diagnosis. Later, his favorite pastimes were watching movies and TV shows (he loved old westerns). He was also an avid reader.
Bill's gentle and kind spirit will live on in our hearts forever.
The family would like to thank the staff of Lake Taylor Transitional Care Hospital and Amedisys Hospice-especially Kayla, whom Bill developed a very special friendship with.
Online condolences may be offered at the National Cremation Society. Bill will be laid to rest at a later date in Princess Anne Memorial Park.
