David Chester Heath, 72, passed away on February 9, 2026, in Oviedo, FL.
He was born on June 5, 1953, in Dillon, S.C., to Hayward and Etura Heath. David earned his Bachelor of Science in Political Science from Florida State University and later received his Master of Public Policy from the University of Central Florida.
David devoted his career to public service, serving as Deputy County Administrator for Orange County and later as County Manager for Lake County. A committed planning professional, he was an active member of the American Planning Association—maintaining his AICP certification—and the Florida Planning and Zoning Association.
He will be remembered for his intelligence, wit, kindness, integrity, and generosity, as well as his deep devotion to family. He enjoyed running, reading, and cheering on the Noles.
David is survived by his wife, May; his children, Jenifer and Kristin (Kyle); his grandchildren, Jade, Kaleb, Connor, and Sebastian; and his sister, Eva, and her family.
A celebration of life service will be shared with family and friends.
In lieu of flowers, the family welcomes potted peace plants or geraniums to be brought to the service. Memorial donations may also be made to AdventHealth Hospice Care Central Florida in David’s honor.
David’s memory will live on in the hearts of all who knew and loved him. The race is finished, but his legacy continues.
