

William Herbert Finney Jr., affectionately known as Bill or Pa Pa, passed away peacefully at the age of 81 on March 31, 2025, at his loving home in Thornton, Colorado, surrounded by his wife, Charlene, and loving family.
Born on April 6, 1943, in Boulder, Colorado, Bill is survived by his devoted wife of 44 years, Charlene, and his four children: Deanna Finney, Cheryl Finney, Eric Carlton, and Kathy Finney. He leaves behind four cherished grandchildren and two great-grandchildren, as well as his brothers Tom Finney and David Carter, along with many beloved nieces and nephews. He was preceded in death by his father, William Herbert Finney Sr., and his stepfather, Harold Carter; his mother, Evelyn Carter; his sister, Sandy Gullion; and his brother, Randy Carter.
Bill graduated from Union County High School in Sturgis, Kentucky, in 1957, where he excelled in various activities, including football, track, and serving as the basketball manager. He held leadership roles as class treasurer in his sophomore year and vice president in his junior year. He was active in the Future Business Leaders of America and the “S” Club, and he participated in the senior play. He furthered his education at Community College in Evansville, Indiana, focusing on business. Bill honorably served in the U.S. Air Force for four years, stationed at Lackland Air Force Base, and continued his service in the reserves for an additional two years in Colorado. He was an active member of the Jaycees Club and the Veterans of Foreign Wars (VFW).
Before retiring at age 62, Bill dedicated his career to Blue Cross and Blue Shield of Colorado and Blue Cross and Blue Shield of Texas. In Colorado, he worked as a forms designer and manager, while in Texas, he ensured policy compliance for Texas Medicaid. A true outdoorsman, Bill enjoyed riding horses, camping, fishing, golfing, and immersing himself in the beautiful landscapes of Colorado. He was passionate about sports, particularly the Denver Broncos. Bill loved vacationing in Cabo San Lucas, cooking breakfast, crafting homemade spiced wine and Kahlua, and sharing his extensive knowledge of history. He treasured his time spent with his grandchildren, creating lasting memories.
Bill was known for his captivating storytelling, genuine nature, and the joy he brought to those around him. Always impeccably dressed, with neatly ironed pants and shorts and his shirts tucked in, he radiated warmth with his beautiful smile, brightening the lives of all who knew him.
