It is with heavy hearts that we announce the passing of Richard W. Frey, who left this world peacefully on October 16, 2026, at the age of 79. Born in Allentown, Pennsylvania, he was a beacon of strength and resilience, valiantly battling cancer and heart disease until the very end.
Richard was the beloved son of the late William W. and Eleanor A. Frey and brother of the late Joan Springer. His family roots were in Pennsylvania, where they shared their early lives and family history. He shared 54 beautiful years of marriage with his devoted wife, Melinda Susan Frey (Kerr), with whom he built a life filled with love, laughter, and cherished memories. Together, they raised two wonderful sons, Phillip and Michael. Through Michael, Rick was blessed with a daughter-in-law, Jessica, and a cherished granddaughter, Abigail, who brought him great joy.
Richard graduated from Tamaqua High School in 1965. He also received his bachelor’s degree from East Stroudsburg University. Richard dedicated his life to public service and embarked on a 55-year career that would see him serve his community with honor and integrity. In January 1971, he graduated from the Pennsylvania State Police Academy. He spent his professional life as a Pennsylvania State Trooper, the Safety & Security Manager at ABF Freight System, Inc. and most recently, served as a Federal Court Security Officer in Tampa, FL. His commitment to public safety and his community was unwavering.
His quick wit and compassionate nature endeared him to all who knew him. Beyond his professional accomplishments, Richard was a man of varied interests and deep passions. He found joy in hunting, fishing, golfing, and spending time at the beach. However, nothing brought him more happiness than gathering with family and friends. Those who knew Richard will remember his caring spirit, his ability to bring a smile to any situation, and the love he shared with everyone.
A celebration of Richard’s life will be held on October 28, 2026, at 2:30 p.m. at the National Cremation & Burial Society, 308 E. College Avenue, Ruskin, Florida 33570. In lieu of flowers, the family kindly requests that donations be made in his name to the H. Lee Moffitt Cancer Center. An additional service is being planned near Richard’s hometown of Tamaqua, Pennsylvania. Further details will be shared as they become available.
The family extends their deepest gratitude to the staff at H. Lee Moffitt Cancer Center and AdventHealth for the compassionate care they provided throughout Richard’s treatments. Their kindness and support brought comfort and solace to Richard and his loved ones during a difficult time. Richard Frey will be dearly missed, but his legacy of kindness and service will continue to inspire all who had the privilege of knowing him. He will be forever loved and never forgotten.
